What is a "federally obligated public use airport"?

 I am looking for information on how to determine if my airport is a "federally obligated public use airport".  The reason is simple.  The FAA is attempting to push through new more restrictive rules regarding "federally obligated public use airports".  One of these changes would be the banning of through the fence service and residential airparks at sirports that meet this definition.  If you think these changes don't affect you, take a look at the new restrictions being put into effect in Florida.  See EAA Chapter 1228's website at http://www.eaa1288.org/news_detail.cfm?NewsID=29 and see what is happening there.  Big Brother seems to be rearing his ugly head and I am worried.

public airports that have accepted federal assistance, either in the form of grants or property conveyances. see AC 150/5190-6 Deems

So basically, every public airport in the country.  Ouch.
