Does anybody know if it is allowed and where to find the rules?

Yes, it is allowed.  To get a better understanding of the rules, I suggest you contact the DGAC in Mexico City.  This is the Mexican FAA.  The Dirrecion General de Aeronautico Civil.  At least that is what I think it stands for.  And please excuse my spelling if you are a paisano from Mexico.  I know of several homebuilts completed and flown in Mexico.  But it is not commonly done.  For the large part, Mexican pilots do not build planes or work on their planes.  That is the job of their mechanic.  Very different mentality.
