It’s called the Red Goat air chair, and it pretty much is what you would expect from an aircraft named as such. See it gravity-launch from the cliffs of Torrey Pines, California.

Looked like he missed a collision with that hang glider by about 30 feet.

If you go on his site, he has a bi-plane that was designed with power in mind.
